WRM: “Using Conflict Analysis Models to build Indicators and Warning for Social Conflict”

Abstract – This presentation links the concepts of strategic warning intelligence with concepts of conflict analysis and resolution to create a framework for intelligence to assist policymakers understand the situation and develop possible choices (opportunity analysis) to prevent war and/or resolve social conflict short of war.  The presentation illustrates the similar functions of strategic warning intelligence and conflict analysis, and the similar functions of opportunity analysis and conflict resolution strategies.  The study hopes to move intelligence analysis of social conflict to the “left of boom” and extend warning time for policymakers to implement alternative solutions to military action.
